Abstract
This submission examines proposals for policing reform in Wales through the lens of organisational strain. Drawing on research undertaken by the Liverpool Centre for Advanced Policing Studies on investigative policing, organisational learning, police wellbeing and reform, it argues that the effectiveness of reform should be judged not simply by changes to governance or institutional structures, but by whether it strengthens community relationships, operational capability, workforce capacity and leadership confidence. The submission proposes the Four Cs framework as a means of evaluating reform and argues that successful reform should reduce, rather than merely redistribute, the pressures facing policing while improving outcomes for both communities and the police service.
