Abstract

This chapter sets the scene for this research and determines the parameters for discussion of democracy promotion’s rise and fall. It defines democracy promotion and employs a transformational change framework. It assesses the ideas, assumptions, values, and interests of each administration of the framework, alongside the impact that these had on the institutions tasked with democratisation. It explains how the degree to which democracy promotion during the period covered (1977 to present day) was contingent on the US’ status in the international arena, which was contingent on a series of domestic and international factors, including the rising power of China and Russia. It also situates the rise and fall of democracy promotion within the context of the liberal hegemonic project.
